Environmental Health Manager

Under general direction, plans, organizes, coordinates, supervises, reviews and evaluates the activities of the Environmental Health Division in regard to provision of the comprehensive Environmental Health Program, including water, liquid waste, solid waste, vector borne diseases, food establishments and other programs; represents the division on a variety of matters at the federal, state, and county level; and performs related work as required.
 
This is a management classification for the City, exercising direct and indirect supervision over professional, paraprofessional and support staff within the Environmental Health Services Division.

Examples of Duties

  • Participate in the development and implementation of the Health Department Community Health Needs Assessment, Community Health Improvement Plan and Department-specific Strategic Plan. 
  • Plan, organize, direct, coordinate and administer the Environmental Health Program. 
  • Plan, organize, coordinate, assign, provide direction, and review the work of Environmental Health staff. 
  • Assist with the development and implementation of goals, objectives, policies, procedures, and work standards for the Environmental Health Division.
  • Manage division budgets and ensures proper accountability of expenditures.
  • Manage grant budgets and scope of work to ensure compliance. 
  • Under direction from the Health Director, prepare a proposed annual budget for the Environmental Health Division and monitor and control the expenditures during the fiscal year. 
  • Hire, direct and supervise the activities and performance of assigned staff including training, work assignments and review, employee discipline and performance evaluation.  
  • Train staff and provide for all staff’s professional development. 
  • Manage and direct environmental health activities for the City. 
  • Provide direction and guidance for the enforcement process including enforcement techniques, documentation of facts, evidence collection and the issuance of notices of violations, stop work orders, operating permit suspensions and citations, if applicable.
  • Consult with the District Attorney’s Office concerning environmental health issues needing legal guidance. 
  • Provide and conduct hearings before hearing boards and Board of Health, if applicable. 
  • Serve on committees and working groups to assist with development and implementation of programs; represent City on committees and working groups. 
  • Prepare reports, correspondence, and other written material. 
  • Under direction of the Health Director, participate in responding to public and media inquiries regarding assigned activities such as foodborne outbreaks, and environmental hazards. 
  • Contribute to the overall quality of the Environmental Health Division by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures. 
  • Drive a personal or City motor vehicle in the course of the work. 
  • Respond to questions and complaints from the public; ensures satisfactory resolution; coordinates activities with those of other City Departments. 
  • Explain division regulations, strategies, environmental health related issues to the public and other governmental entities. 
  • Demonstrate courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Coordinate with environmental and public health agencies, and other stakeholders in the development of methods to achieve the goals of the Department.
  • Compile, maintain and analyze data to determine workloads, staffing priorities, program growth and community needs.
  • Under direction from the Health Director, apply for Environmental Health grants. 
  • Organize and prepare Environmental Health related contracts and interlocal agreements.
  • Ensure Division services are provided to the public in a professional and respectful manner while assuring the protection of public health.
  • Ensure that staff actions and hearings follow the provisions of the Nevada Revised Statutes, Nevada Administrative Code and Board of Health Regulations.
  • Assign, direct and review inspection activities of the Environmental Health Division.
  • Assist with the formulation of policies and programs including technical and research activities, monitoring techniques and program development.
  • Prepare environmental standards recommendations for the Board of Health.
  • Justify and approve expenditures for purchasing and staff travel, including approval of purchase orders and requisitions.
  • Evaluate program activity reports and status of program workloads, assessing program accomplishments and needs.
  • Represent the Health Department during special hearings and court proceedings, if allowed, concerning violations of environmental standards.
  • At the Health Director’s discretion, may act in the capacity of the Division or Department Representative with issues pertaining to Environmental Health or other health related matters as assigned during Nevada State Board of Health meetings and State of Nevada Legislature and Interim standing committees.
  • Ensure that assigned personnel perform duties and responsibilities in a safe and prudent manner that does not expose them or others to unnecessary harm or risk of on-the-job injury.

Typical Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education and Experience:
Bachelor’s degree in natural or environmental sciences or a closely related field, AND four (4) years of professional experience performing environmental health enforcement functions in a health department or industry two (2) years of which was in a supervisory role; OR an equivalent combination of education, training and experience as determined by Human Resources.
 
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Valid Driver’s License.
  • Nevada registration as an Environmental Health Specialist.

SUPERVISION RECEIVED AND EXERCISED:
Under General Direction?- Incumbents at this level have considerable latitude in the application of departmental policy, and they follow general guidelines or professional and administrative standards in accomplishing assignments. They are responsible for planning and organizing their own workload, but ordinarily cannot change methods of their assigned work unit, established operations, or departmental policy without supervisor approval. Supervision is minimal, indirect, and usually limited to technical oversight.

 CONDITIONS OF EMPLOYMENT:
 
  1. Unclassified employees are “At Will” and as such, may be terminated at any time for any reason, or no reason.
  2. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

Any City employee may be required to stay at or return to work during emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.
  4. Employees will be required to complete Incident Command System training as a condition of continuing employment.
  5. New employees are required to submit to a fingerprint-based background investigation which cost the new employee $56.25 and a drug screen which costs $36.50. Employment is contingent upon passing the background and the drug screen.
  6.
